Convert to arc

If you draw a polygon markup, you can right click between any two consecutive control points and select "Convert to Arc" and that segment now becomes an arc you can manipulate.  BUT - if the segment you right click on is nearly vertical or horizontal (not even by constraining with the SHIFT key - just by approximating) then Convert to Arc is NOT an option and you have to insert a control point first and THEN convert to arc.  Why is that?
