Categorizing and filtering pages in a large pdf

Hey all,

I have a large 'master' document containing several smaller documents. I want to be able to give each page a 'property' and somehow filter through the document to match pages that contain that property. So for example, I work with bridges. If a sheet has a certain kind of bridge on it, I would like to mark that page as containing that bridge type, and also be able to filter the whole document to only get the pages that have that kind of bridge.

I've tried several things in Bluebeam, including sets, tags, and custom properties, but none of them are quite what I want.

Is there some feature I'm missing that would do what I want? And if not, is there some other way to do what I want? I would like to somehow do this in Bluebeam if possible.
