Dimensions are upside down

When I am dimensioning, it is right side up while I am snapping to, once complete it inverts them so they are upside down. Only on a new drawing that I just go though, its usually correct. It doesn't matter if I start on the right or the left.

If you go page setup, is the page rotation 0 or set to another default? Not sure why that would happen but only idea so far

If you right click on the caption of the dimension and "Reset caption position", what happens?
