We were going to upgrade from 2017 to 2018 so we uninstalled Bluebeam Revu 2017 and installed 2018.  We now noticed that all of our tool sets are gone.  Does anyone know of any way to get these back or are they lost forever?

Check the following path, or slight modification. The .btx files are all of your toolchest items.
C:\Program Files\Common Files\Bluebeam Software\Bluebeam Revu\20xx...

Likely under the user though
C:\Users\<username>\AppData\Roaming\Bluebeam Software\Revu\xxx..

They are there!  Do I just have to copy and paste the ones from the 17 folder to the 18 folder and then they should show up in Bluebeam?

For future upgrades, make sure that before any upgrade you perform the following backup:

2017 or older: https://support.bluebeam.com/articles/how-to-back-up-your-revu-settings-stamps/

2018: https://support.bluebeam.com/articles/how-to-back-up-your-revu-2018-settings-stamps/

You can then restore all your customizations from this backup after the upgrade.

It's also a good idea to back this up regularly as well in case of system failures.
